The fourth verse discuss the manifestation of God’s decision which has been mentioned often in the Qura’n., It is about the creation and promulgation of laws.
It speaks about the fasting in the month of Ramadan and absolves the sick and the traveler fro m it and then says, “God intends every facility for you and does not intend to put you in difficulties
This is one of those verses that rules out unbearable hardships in religious duties and also rules out poverty because of it. Fakhr Razi says that this verse is not for the general but this is a great misconception because the words “U’sar” and Yusar” are proving its commonality. It is possible that like the other laws this law may have some exceptions also like Jihad etc while in the clutches of the enemy Jihad is U’sar and Yusar is not difficult.
The first two verses of Surah Maidah contain two kinds of command of God. After setting down the rule for fulfilling the commitment and the meat of the animals it says, “God commands for what He desires.” And this explains His will and wishes.
After explaining the reward for good deeds for the true believers the entrance into Paradise the verse says, “God does what He desires”
It is also confirmed that the generality in His awarding punishment and reward all those that are created and the origin and end of this world does not mean that His desire is bereft of wisdom or that creation or command or reward is being given without any purpose.
