I SEEK REFUGE IN THE LORD OF THE DAYBREAK!
VERSES NO. 1-5
The first verse instructs Prophet (SA) as a leader and example to refuge in lord of daybreak from the evil of all wicked creatures, wicked men, Jinn, animals, mischievous events and the despotic soul.
The Arabic term Falaq is applied for daybreak. Some have extended it to all living creatures, including man, animal and plant, because the birth of these creatures is one of the strangest stages of their existence and is accompanied with breaking in seed, etc.
Some too have applied it for any kind of creation, because the curtain of inexistence is broken with creation of any creature and the light of existence appears.
Each of the above concepts (daybreak, birth of living creatures, creation of any creature) is a strange event indicating magnificence of its creator and administrator.
The phrase, the evil of what He has created implies that the divine creation is accompanied with goodness in its essence, because creation is the same bringing into existence which is mere goodness. Quran says:
He who has created all things well. (Protration:7)
However, evil appears when the creatures deviate and violate the rules of creation. For instance, the sharp tooth of animals is a defensive weapon for them to use it against the enemies, as we use weapons against our enemies. If the weapon is used properly and duly,it is good. Otherwise, it is evil.
On the other hand, there are many affairs which we assume them as evil, but they are inwardly good, like the awakening and warning events and calamities which awaken man from the sleep of negligence and draw his attention towards God.
Many commentators have interpreted those who blow on knots as the witches and sorceresses. They spell some words and blow on knots and enchant in this way.
Some others have assumed the phrase indicating the tempting women who spell words continuously unto the ears of men, specially their husbands to weaken their irony will in doing positive deeds. 
Fakhr Razi says: The women occupy the hearts of men for penetration of their affection.
The concept is more realized and visible at our time and period, because one of the most important means of spies among the politicians throughout the world is exploitation of spying women who open locks of boxes of secrets, are informed of the most secret issues, and disclose them to the enemies. 
Some too have interpreted this phrase as the vicious souls and or tempting individuals who weaken the knots of decisions with their continuous propagations.
The verse could have a general and inclusive concept including all of these interpretations.
The last verse indicates that envy is one of the worst and ugliest of vicious attributes, because Quran has mentioned it after ferocious animals, stinger snakes and tempting devils. 
Envy is an ugly satanic habit which appears in man as a result of various causes such as weak faith, narrow-mindedness and niggardliness. It means desiring and wishing deprivation of one from a blessing.
Envy is the source of many major sins as Imam Baqir (AS) says: Envy devours man's faith and destroys it the same as fire and wood.
