OCCASION OF REVELATION
A number of commentators believe that these verses are addressed to Valid Ebne Moghaireh who backbit Prophetat (SA) at his absence and derided him at his presence.
Some others believe that it addresses some other idolater authorities and the malicious adversaries of Islam like Akhnas Ebne Sharigh, Umayyat Ebne Khalaf and Ass Ebne Vael.
However, accepting these occasions of revelation does not limit the generality of concept of verses. Rather, it includes all of those having such traits.

WOE TO EVERY SCANDAL-MONGER, BACKBITER!
VERSES NO.1-9
The sura starts with a scathing threat to those who deride others with their tongue, movements, hands, and eye at their absence and presence or backbite and accuse them unfairly.
Basically, the prestige and honor of individuals is very respectful from Islam's point of view, and any action reviling and scorning on the people is a capital sin.
It has been narrated from the Prophet (SA): The most humble among people is one who insults the people! 
In another tradition, he said: I saw a group of people of hell at the Night of Ascension, whose flesh was cut from their body and they were made to eat it! I asked Gabriel that who are they? 
He said: They are the scorners and deriders from your nation! 
Then, it refers to the source of this vice (scorning and backbiting) which mostly originates from pride and conceit for the wealth. They are so interested in wealth and money that it changes to an idol for them. They not only depend their own personality on it, but also find personality for all therein.Naturally,such aberrant and ignorant persons always deride the poor believers. 
They do not assume wealth as a means for fulfillment of life requirements, and so, their greed increases with increase of wealth. Otherwise, the reasonable and legitimate wealth is not blameworthy, and even it is called bounty of Allah in Quran as it says: 
و ابتغوا من فضل الله
and seek of the Bounty of Allah (Friday:10) 


In another sura, it says:
کُتِبَ عَلَیْکُمْ إِذَا حَضَرَ أَحَدَکُمُ الْمَوْتُ إِنْ تَرَکَ خَیْرًا الْوَصِیَّةُ
It is prescribed for you, when one of you approacheth death, if he leaves wealth (good), that he bequeaths. (The Cow:180) 
Surely, such wealth is neither a cause of rebellion,nor a cause of boasting rivalry or deriding the others. In contrary, the idol wealth as the ultimate aim is just a cause of scandal, humility, suffering, calamity and negligence of God and abode in the fire of hell.
In most cases, the pile of such wealth is accompanied with numerous taints. We read in a narration from Imam Ali Ebne Mousal Reza (AS): Wealth is not piled unless with five qualities: niggardliness, long term desires, greed, disconnection of ties with relatives and preference of world to the Hereafter. 
They suppose that their wealth brings immortality for them, but what a wrong supposition they have!
Qarun had so much wealth that several strong men carried the keys of his treasures, but they could not defer his death at the time of divine punishment, and God decreed him and his wealth to be swallowed by the earth in one instant. (The Stories:81) 
However, on the Day of Resurrection, the curtains are left aside and all come to find their big mistake and cry: 
مَا أَغْنَى عَنِّی مَالِیَهْ
Of no profit to me has been my wealth! My authority is gone from me! (The Reality:28-29) 
On that Day, God decrees for throwing these selfish and proud people into the depth of fire of hell like little and abject creatures to find the consequence of their conceit and pride! 
Yes! They insulted and teased the believers in this word with their derides, backbites, accusations and insults and now the divine justice necessitates them to see the consequence of their deeds.
Indeed, as they kept their wealth in the closed lockboxes, God decrees them to be enclosed in the punishment of hell, and there is not any way of salvation and delivery for them as the doors of hell are closed with big iron bars.
